MAY 2009 Ngati Whatua Treaty Settlement Negotiations - Members of Negotiating Body Te Runanga o Ngati Whatua has obtained
a mandate from Ngati Whatua iwi whanui throughout the country, to enter into
negotiations with the Crown on their behalf for the comprehensive settlement
of all of the remaining historical claims of Ngati Whatua (that is, the iwi
claim and the outstanding hapu claims). The Runanga has established a Negotiating Body to undertake negotiations with the Crown. The Negotiating Body includes five elected Takiwa representatives and Runanga appointees. The representatives were appointed as the result of an official ballot held at hui in each of the five takiwa. The Secretary advises that the Members of the Negotiating Body are as follows:

In December 2008, Te Runanga o Ngati Whatua signed a Deed of Mandate with the Crown to enter into negotiations for the comprehensive settlement of all of the remaining historical claims of Ngati Whatua (that is, the iwi claims and the outstanding hapu claims). The Runanga’s Deed of Mandate was presented to the Crown in July 2008 and was accepted in December, following a public submission and official assessment process. In May 2008, the Runanga held eight hui around the country to present its mandate proposal and to provide an opportunity for Ngati Whatua to discuss the proposal with the Runanga. Registered adult members of the Runanga were asked to vote by way of postal ballot on the mandate proposal. The official ballot result revealed a vote of more than 95 percent of those polled supported the Runanga’s mandate proposal. The Runanga now wishes to establish a Negotiating Body to undertake the task of negotiating a Treaty settlement with the Crown with the aim of progressing to an Agreement in Principle by the end of the year. Information hui about the negotiations will be held on the 10th of March at A' Fare Conference and Reception Lounge, 197 Lower Dent St, Whangarei and 11th of March 2009 10am at Omaha Marae, Omaha Block Access Road, Leigh. Voting hui to appoint takiwa negotiators will be held on 30 March 2009 Orakei Marae (Orakei Takiwa), 31 March 2009 Tirarau Marae (Whangarei Takiwa), 1 April 2009 Puatahi Marae (South Kaipara Takiwa), 3 April 2009 Taita Marae (Northern Wairoa Takiwa), 6 April 2009 Omaha Marae (Otamatea Takiwa). The Runanga has also signed a Terms of Negotiation with the Crown. The Terms of Negotiation sets out the scope, objectives, and general procedures for the discussions that the Crown and Ngati Whatua will have as part of the negotiation. The Terms (signed in October 2008) were conditional on the Runanga’s mandate being accepted by the Crown. Ki te iwi Ngati Whatua Tena koe Treaty Settlement Negotiations: Te Runanga o Ngati Whatua’s Mandate ProposalTe Runanga o Ngati Whatua is seeking a mandate from Ngati Whatua to enter into negotiations with the Crown on their behalf for the comprehensive settlement of all of the remaining historical claims of Ngati Whatua (excluding the claims associated with the South Kaipara Claims Committee). This is referred to as the Runanga’s mandate proposal. Registered adult members of the Runanga are eligible to vote on this proposal and are encouraged to participate. Voting will occur by way of postal ballot. Voting packs have been distributed to all registered adult members of the Runanga. The postal ballot voting period will commence on 17 May 2008 and will close on 11 June 2008. Please note that your postal vote must be either received or post-marked by 11 June 2008. If you are not registered, and you are of Ngati Whatua descent and are 18 years of age or older before 11 June 2008, you are encouraged to register so that you can participate in the voting process.
